Short answer is yes. Snus is simply snuff that has gone through further sweating and has had an alkali added.
However - a lot of nasal snuffs are fermented tobacco so it's important to find one with a suitable tobacco content for snus.
Toque sell bulk bags of their snus and snuff is tax free in the UK so one of the cheapest ways to get tobacco here. Roderick from Toque used to frequent here often but I've not seen him on SnusOn for ages!Squeezyjohn

There are sites that sell whole leaf........and catalogs from which you can order it (I think Stokers Tobacco sells whole leaf.....but I may be wrong there).......Regardless it should be pretty easy to come by
One point....... even though snus was originally derived from snuff.......not all current market snuff can be used orally........Most British snuffs (Toque, Wilsons, etc.....) are meant for nose only and so are not very taste conducive.........on the other hand most traditional American nasal snuffs (Honey Bee, Navy, etc) are made for dual use (nose and to dip)......
the point is....... make sure any bulk product you buy is not prepared in a snuff only manner if you intend to use it as snus.........Its been a while since I've been to the Toque site (get most of my snuff from Mr Snuff) so I am not sure if this applies to what Roderick is selling thereWhen it's my time to go, I want to die peacefully in my sleep, like my uncle did....... Thanks, I'll have a look for some leaf on the net, what sort of tobacco do they generally use (by they I mean snus companies)? It never really says like it does on smoking tobacco. Where can you get American (non dip) snuffs? I have looked around and no sight seems to ship them to the uk but I guess someone must?

I think the blend of tobaccos used in commercial snus is one of their closely guarded secrets. Modern snus is nearly all made from air-cured or sun-cured leaves - but any variety can be used - and the type used can radically change the taste of the final product.
