But, to get rid of the "fluffy" texture you have to knead it, preferably in a dough mixer.
How long you have to knead it depends on the tobacco, you know when it's ready. Try the 1-meter test.
But you can do it by hand with a silicone bag. You can read more about it here:

Wow, of all the reading I've done I've never heard of kneading snus! Thank you BasseBlues, hopefully that will be enough to save this batch. If it doesnt come to the right consistency, what I may have on my hands here is what the article mentioned as "base snus." Either way, I'm gonna go play with some snus and I'll let y'all know what happens!
