Don't misunderstand me.............I could be completely wrong.............I just don't see the scenario yet that keeps us from ordering much as we do now. That said, I am going to place a year's order before June simply to avoid the higher shipping and to give myself a bit of time to watch how it all falls out. But if I couldn't make the order before June I would not be in a tail spin. I'd just feel like I missed getting in at a lower price.

Wait, don't we have until July before PACT starts? I've really got to get the move on a big order soon if it starts next month.

June 22 as I understand is "FDA registration" day. PACT is 90 days after 1 April - or June 29.

Two different things, but both affect us.
