This may seem crazy......but you might want to try an American Sweet Scotch.
The American Snuffs tend to be finer and dryer and so tend to be a bit harder to take (they have a tendency to jump up the nose and thus dust your lungs). That said I learned to snuff with the Americans.
The reason I think these might work well for you is that after a few hits they tend to block a lot of the nose run. I love the Scotches especially during hey fever and cold season for this very reason. They really help the runny nose quite a bit and also block pollen from getting in there.
Plus the Sweet Scotches are meant for oral use as well the traditional method and thus any drainage to the back of the throat is not as harsh or unpleasant......in fact it can be a bit of a bonus.
On the other hand coarser ground snuffs tend to make my nose run.
I will often recommend people take a hit from say a Dutch or German snuff (Molens for example) let their nose run a bit and then go to a toast or Scotch. The initial running will help to keep the scotch from going too far back while the scotch after a few hit will coat the nose and help prevent the running.
If you live in the South you can pick up a Scotch in most local Grocery stores for next to nothing. Otherwise Mr. Snuff caries a full line of them. Give something like Tube Rose, or Navy Sweet a try.
As far as how often I use it and when I know it is done. There is no set rule....it's really a matter of preference. Just do it when you want to. You will know if you over do it. Then a nice steamy shower in the morning will clean you all out.
