    What is the Significance of the PACT Act in USA?

    In regards to snus, what is the significance of the PACT Act that Obama signed into law ? I am having trouble understanding the ramifications of this.

    My understanding is that it
    • deprives the bankrupt USPS from shipping snus, therefore decreasing revenues to USPS and increasing cost to consumers for Swedish snus. Another way to look at this is that it enforces 1800s-style protectionism against foreign smokeless-tobacco in favor of domestic smokeless-tobacco
    • forces private transportation to check for ID, marginally increasing operating costs of private carriers and snus distributors
    • Some sort of tax ramification. I am hazy on this--does this greatly increase the cost of domestic sellers of Swedish snus?

    Those are the only three issues that I have stumbled accross. Are there any others?

    In regards to the third issue, I am very hazy. What are the requirements that Obama has placed upon snus sellers and snus consumers?

    From searching this forum and the internet, I think I read that snus sellers have to store tax information for every consumer in every state they sell to and remit this to the government and be subject to some sort of audit. Can anyone expand upon this? Is there not some sort of computer software that could simplify this without chasing snus retailers out of the market?

    What is a consumer of snus who orders online supposed to do on their tax forms? How are they supposed to calculate how much taxes they owe to Obama?

    I read some blogger's opinion that the PACT Act would create a black market. Can anyone expand upon that?

    Really?

    You have to submit to a background check to buy snus and cant have any rolls with more than 10 tins in it. I almost forgot. No ice tools larger than 5 ml. except if you live in the south.

        Pay no attention to the first two responses as they are messing with you.

        What the PACT act did besides make it illegal for USPS to ship snus is to make all domestic sellers charge state taxes on snus. That's why Northerner charges taxes as they have a US warehouse. That can be a minor annoyance if you live in a state with low smokeless tobacco tax, or a major annoyance if you live in a high tax state.

        Shipping cost also went way up. I don't know how domestic shipping is as Northerner no longer ships to my state. I order for Sweden and international UPS is very expensive. I am paying $40 plus more for shipping then I had been pre-PACT. I actually used to get free shipping from getsnus for orders over $50.

        It also has to be signed for by an adult so if the UPS comes while your at work, a normal occurrence, you have to work out some kind of system for getting it.

        For me the PACT act has increased my cost a good deal. I now order once or twice a year and do very little experimenting with new flavors. It's a major roadblock to newbies trying snus and experimenting with new flavors. It gets to be a real hassle just getting the stuff. I would guess a lot of folks who would like to give it a try give up when they find out what a pain in the back side it is to get there hands on it.

                  Ok, so ordering through Northener relieves me of my tax responsibility?

                  I am a Christian and thus not a tax dodger... Mark 12:17: Give to [Obama] what is [Obama's] and to God what is God's.

                  I'm waiting on a large order for Northener. I read on SnusOn that there are many complaints with them; if there is any problem with this order than I'll switch to another company.

                  If I do switch to an international company, am I supposed to calculate taxes and turn them in? How would I do that.





                  Edit: @Crow, Correct me if I'm wrong, but didn't those states that Northener won't ship to specifically ban snus or at least the importation of it ?

                      I guess us heathens will just have to stumble along, but besides that, yes, you have payed the taxes if you ordered from Northerner. I have not a clue as to how you would pay the taxes if you order internationally. No doubt there is some form somewhere.
