I think they quit making/selling empty portion bags

But they don't sell the tool you need to fill them. I have never used this site, so I don't know if they are legit.
I have some of them I got several years ago, a pain to use, but they did work.

When I visited the snus factories in Göteborg we where shown the massive tobacco sheds that contained the raw baccy. Inside the shed was divided into 2 with a massive firewall between 2 sections. so the baccy was safe and protected from fire.
