Something similar happened to internet gaming in the past.
Forget the WHOLE story but some piece of s*** politician was complaining about the amount of money his state was losing because people online playing poker and the like wasnt being taxed. So he paired up with some other politician and introduced a bill banning internet poker, however it allowed sports betting and horse races ( because of course the author indulged in those ) , and was sent to the house.
It didnt get much cupport right away and was seemed like it was dead in the system.
However a backroom deal was made and right before the safe port act was passed the illegal gaming law was piggy backed, basically joined with the port act, and was passed because the port act was overwhelmingly supported by the politicians and because they somehow got the gaming act on their too they didnt have to vote on it. So it became law.
So did online gaming die? No, the law has loopholes and so internet comapnies exploited them by basically giving the govt a middle finger.
The law made it illegal for BANKS to allow online gaming transactions but not did not say anything in the way of people doing so, lawsuits couldnt decide what the bill said about that issue either.
So now when you deposit it doesnt show up as an online gaming site, it shows up as 1 of as many as 5 different business none of which are affliated with gaming. If that doesnt work then you can go to walmart and buy a prepaid visa and use it or deposit directly form your bank account with no problems.
With PACT I see maybe immediate problems as was the case here with gaming but I see this some how getting the cold shoulder as well by companies once certain regulations can be disected and then circumvented.
