It certainly wasn't part of any campaign promise or legislative agenda but, being a Progressive, i.e one who never met a tax they didn't like, he likely gave zero thought to the implications of signing. Sound familiar? Not to single out the prez though, the bill sailed through both houses with scarcely a ripple and zero media coverage. Everybody voted for it. Doubt any of them read more than the title of the bill. Even if they had we are evil tobacco users and should be harassed, harried, and taxed to the ends of the earth through the end of time.

He was discussing the economy in general. Then he brought
up that Pennsylvaniais is the only state that does not tax cigars
or smokeless tobacco. He said something to the effect of,
this has got to change.

BUFFALO, N.Y. — Seneca Indian Nation cigarette sellers remain free to fulfill orders by mail in New York while a federal judge in Buffalo considers whether a law banning the practice is constitutional.
U.S. District Judge Richard Arcara on Wednesday extended until July 30 a temporary restraining order that allows 141 members of the Seneca Free Trade Association and another Seneca businessman to continue to operate without having to comply with the Prevent All Cigarette Trafficking — or PACT — Act.
The law that took effect June 29 bans using the U.S. Postal Service to ship cigarettes and requires sellers to comply with states' and municipalities' varying taxing laws.
The Senecas, who dominate the national mail-order cigarette business, say the law unfairly targets nation businesses.

Now the USPS has to first put on hold its new policy of
no-tobacco shipments in order to reap the benefit of making
a few million dollars from the Indians before July 30.

Also, I understand the Senecas will only have 4 actual
post office locations they can actually ship from, and
no one knows yet which ones they will be! There must
be a few thousand shipments just waiting to roll...

And then there are the banned states to contend with.
