What I don't get is why they wouldn't just buy an already existing Island that meets their requirements, declare themselves a sovereign country, and then reclaim land from the sea much like the Romans did or the Dutch are currently doing. That would seem far less expensive.............. and in the end much safer and sustainable long term
And why do they need to be outside of the trade boundries...............unless they are planning on running some sort of export business from the island (anything imported will already have to pass through those trade restricted waters to reach them and thus imports are irrelevant to the argument)
Even if there are people already on the Island..................someone is going to have to mix the drinks at the bar and vacuum the non code restricted housing .................cause it ain't going to be the big rollers doing any of that.
Also who is going to shoo Lx and his floating garbage retreat away when he and his volley ball wash up on shore
