Well, I'm thinking if it's a hardware problem, the same issue will show up. If it's not a hardware problem, you can decide on whether you want to try and save it somehow, or just re-install Windows. And if you're feeling extra lazy, you can always just install on the OS off the liveCD and be done with it, though I'd recommend Fedora over Ubuntu for that.

You might have to go into your BIOS to enable booting off other media, but usually you can just hit one of the F# keys (F11 on all my computers), and select the CD drive to boot off of. It's also important to make sure you burn it as a bootable image if you downloaded those two already, and make sure to choose either 32-bit or 64-bit architecture, as is appropriate for your laptop. If you just burn it as a data CD, you're just making coasters for yourself.

You'd have to boot to the CD, not browse it via Windows. What you'd do is download the image. Burn it as a .iso(I like imgburn), then put it in your fubared machine, and boot to it. If you get a working desktop, you know it's software related. If the gfx still don't work, you can presume it's a hardware problem.

Are you logged in, or does it just hang before displaying your login-screen?

Yeah, that's it in a nutshell. You may have to hit one of the f# keys to select to boot from a cd if your computer doesn't do it automatically. And make sure to burn it as lx outlined.

I had a computer that had exactly the same symptoms and the Motherboard turned out to be the culprit. Not saying that's definitely your problem, though. If you have any extra cards that can be removed I would try that. Is your video onboard? If your using a video card and your MB has onboard video I would try running off the MB. Anything unnecessary that you call pull out will help narrow it down. Good luck...

Choose Advanced options for: HP Recovery Manager
(use the arrow keys to highlight your choice.9

                Safe mode with Command Prompt

                Enable Boot logging

Last Known good Configuration (advanced) X

                Debugging Mode
Disable automatic restart on system failure
                Disable driver signature Enforcement

                Start Windows Normally X

All the things ive tried (and gotten the same light blue screen) are marked with X

Could be hardware crapping out, or Windows being borked at a very low level. I'd say if you're not technically inclined, ask one of your more computer savvy friends to grab a Vista iso for you and burn it to cd, or one of those liveCD images if you're feeling adventurous. If you can get a copy of a Vista install ISO matching whatever you have a license for, you can just reinstall and reuse your serial number. There should be a sticker somewhere on your laptop that say "Windows Vista Home|Premium|Business," with a serial number beneath it somewhere.

Are you on a computer now, or something like a phone? You can boot GNU/Linux off a thumb drive if you have one that's 1gb or greater, but you need a working computer to set it up.

In the bottom there is a sticker that says: Product HP Pavilion dv 7
s/n: CND84 (and more numbers and letters)
p/n: NA030 (and more numbers and letters)

                      Is that the code?

If Windows won't even boot into Safe Mode I'd suspect a hardware problem. That used to be the 'Microsoft line' back in my Support days anyway :-)

Your Windows key is on a Microsoft sticker, usually with some security features attached. It'll be kind of fancy as far as stickers go.

Oh btw when i start it in safe mode, there comes a text in lower right and left, and upper right and left corner saying "Safe mode" and in the top middle it says "Microsoft (R) Windows (R) (Build 6000)
the screen is just black, and again, I cant do anything.
