Well, I'm thinking if it's a hardware problem, the same issue will show up. If it's not a hardware problem, you can decide on whether you want to try and save it somehow, or just re-install Windows. And if you're feeling extra lazy, you can always just install on the OS off the liveCD and be done with it, though I'd recommend Fedora over Ubuntu for that.
You might have to go into your BIOS to enable booting off other media, but usually you can just hit one of the F# keys (F11 on all my computers), and select the CD drive to boot off of. It's also important to make sure you burn it as a bootable image if you downloaded those two already, and make sure to choose either 32-bit or 64-bit architecture, as is appropriate for your laptop. If you just burn it as a data CD, you're just making coasters for yourself.
