That would be it, if you wanted to reinstall windows. Should automatically boot from the CD.

Edit: Of course, if this is a hardware issue as we suspect it might be, reinstalling will do exactly nothing, and you'll run into the exact same issue, to warn you. In that case, you'll need to track down the offending part and replace it.

Yup. You might want to start with GNU/Linux though. Clean images are easier to come by, and you can easily boot that off a thumb drive. Getting a good copy of Windows can be problematic, and it could all be for nothing if your hardware's shot.

Ideally, you'd get an HP branded oem disc of the same type you're using(Home Premium if I remember right). Barring that, a generic oem of the same type will work. There's other ways of dealing with it, but they're a good bit more complicated.

Like I said, you're probably going to have to hit one of the F1-F12 keys. It varies with manufacturer which one it is, but F11 seems most common here. Just hammer away at one while booting, and if it doesn't give you a list of possible boot devices, reboot and try another one until you find one that works. As I said earlier, you may have to enable booting from CD/USB drives in your BIOS if it's not enabled already. One of the potential perks for you with the linux distros is that most of the major ones have dedicated support over forums and IRC in Finnish if language is proving a technical barrier to you.

Just noticed the bolded below. I suspect the Windows flat files might be tucked away on your HDD...My Sony has a similar setup....
Choose Advanced options for: HP Recovery Manager
(use the arrow keys to highlight your choice.9

                  Safe Mode X
                  Safe mode with Networking X
                  Safe mode with Command Prompt

                  Enable Boot logging
                  Enable low-resolution video (640x480) X
Last Known good Configuration (advanced) X
                  Directory Services Restore Mode
                  Debugging Mode
Disable automatic restart on system failure
                  Disable driver signature Enforcement

                  Start Windows Normally X

All the things ive tried (and gotten the same light blue screen) are marked with X

One thing to try is to press the CTRL-ALT-Delete keys at the same time and go to the task manager when you are at the blue screen and can see the mouse cursor. I've seen similar issues like this and if you can see a mouse cursor then windows in only partially loading.

Try that and let us know!

CTRL-ALT-Delete doesn't work. No button combinations work when on the light blue screen
