i was thinking more like crap you buy off amazon and such. you're expected to pay the sales tax on it when you file taxes.

Yea, that too, but I haven't heard much in that regard. Tobacco is on everyone's shit list, and the feds have a stake in the money lost. Sales tax is a state problem, and I don't think the feds care enough to share information, but I could be wrong.
