Yes, second grade, so probably after school. Unlicensed day care in private homes is not uncommon, mostly for those who can't afford a licensed facility. In most cases, it's a person watching a handful of kids for cash in their home. An unlicensed day care in any commercial property would stand out to law enforcement for licensing issues, but it happens.
