I'm not the biggest fan of him, but I have to say that Ron Paul brought up a great idea in congress. Giving citizens Letters of Marque to hunt down known pirates in reward for a bounty. Far, far less expensive than using Naval warships everytime a few US citizens are in jeopardy at sea (not that I'm necessarily opposed, its just very spendy to mobilize warships, SEALs etc.) It'd be legit, and hey we did it in during the Barbary wars.

One of the problems with the letters of Marque is that there is a potential for these ocean-going mercenaries to become U.S. endorsed pirates. Thats what happened during the Piracy Golden Era. Capt. Kidd was one of the more famous of this breed. He began capturing ships of all flags, finding any loot that he could.
This piracy is becomming huge. I attend a Maritime Academy in the U.S. and we have daily class discussions on the issue. There are plans to train the cadets in small arms (however arms of any type are still not allowed aboard vessels). Security training of all kinds are in the works it seems.

I like what the latest attacked crew did. They locked themselves in the engine room, and waited for the Navy to arrive. The pirates weren't caught, but the crew remained safe, and ship made it to port.

I'm thinking that these ships could install some kind of "safe room" that the crew could hide out in, and wait for the pros to arrive. Of course there would be issues with ships carrying flammable/explosive cargo...
