Upload: 0.47 mb/s
Dowload: 0.24 mb/s
Ping: 70 ms

I don't know what that means though.
Is it my computer, or my server?

That's slow as hell. DSL line? If you have a 768k connection that's about 60% of your advertised speed. Also, 70 ping seems high to me if you're using a server close to you. I'd expect it closer to 50.
