I think you're thinking of GTA 2. GTA 3 was launched on ps2 and later xbox, the first to have the 3rd person view.
I can easily say 3 is my favorite, I love the simplicity of the maps and the overall simplicity in the game play. You don't have to work out in a gym (which is the craziest thing I've seen in a VIDEO GAME) or worry about points and street cred. I'm usually alone on this one.

Vice City was my favorite.... 8) Especially after modding the vehicles to the point where you could barely control them. Nothing beats plowing into people at insane speeds in a Banshee on the pseudo-Miami beach boardwalk. Not to mention the limitless, comical ways you could kill yourself... :P
