Wooooooo there pony, hold up. You cannot get a CCW permit in California. Not unless you are a celebrity or professional bodyguard or peace officer.

The law states that you can apply for one but must prove your need for it. The well known reality is that no citizen will obtain a CCW permit unless in one of the catagories above.

I live in CA and have fought tooth and nail to obtain a CCW, it will never happen. Even though this is an open carry state you will go to jail if you openly carry a firearm, even if unloaded.

You are very sadly mistaken. There are many of us Californians that have a valid CCW permit.

Your problem is that you live in LA County. There aint no way in hell you'll get one there, not with the sherriff revoking even valid ones right and left. Folks are getting letters in the mail "informing" them that their permit is no longer valid.

But in other parts of the state, depending on the county, some counties are effectively "shall-issue".

A good site to check is http://californiaccw.org/forums/list.page There is a section on there that you can read where the various counties stand on CCW, and what counties it is easy in.

I happen to live in an effectively "shall-issue" county.

I am happily mistaken!!! I had no idea that you could get one anywhere as I have always lived in the more NAZI counties and had never heard of anyone in CA getting one based on on-line research. I must see if Santa Cruz is a shall issue county, however I highly doubt it.

This pisses me off because my county is a shall not issue county but those bordering my county will issue CCW's, need to move my house about a mile to the right and i'll would be good.

Anyway, like a typical Libertarian, I believe legal citizens have the right to own any weapon they want, as long as they have been through a background check. When weapons are stripped away from citizens, it gives the government more power. Why should the government and law enforcement be allowed to use any weapon while citizens are unarmed? This causes a dangerous imbalance of power. Read about Hitler's gun control laws... there's a perfect example of what happens.

The % of issuance is the amount of citizens actually granted a CCW.
