FDA Question, who/what determines what is flavored?

In the future, this may affect snus in America, and I see how it has with cigarettes (example - cloves), but does anyone know what or who is determining what is "flavored"?

In my opinion, few things are "unflavored", for example....water.

Even the snus that we call "unflavored" has a flavor. The cigarettes that are "regular", or "unflavored" each have their own unique flavors.

Is this to mean flavor "additives"? Because if this happens, even "unflavored" snus is often snus that has the signature flavor of bergamot. The only "neutral/unflavored" snus I can think of would be like...Ettan, maybe Goteborgs Prima Fint.

Looking for some input, I've been curious about this for a while.

It means whatever they want it to mean. It's completely arbitrary, with sense and fairness not being part of the equation.

Its a blanket term like the word terrorism. Can apply as they see fit. And with them making C02 a harmfull substance now who knows how they'll apply it things in agriculture etc. It's kind of just whatever they feel like cracking down on at the time depending on who's paying them the most.

I wouldn't lose sleep over it. Philip Morris will likely have a seat on the non-voting FDA advisory board. Why do you think they supported the bill in the first place?

With U.S. Smokeless Tobacco being a subsidiary of Altria (Phillip Morris) they will be unlikely to want to ban too many flavors that might cut into their two billion plus in retail sales of Copenhagen and Skoal. I would be more worried about Altria (Phillip Morris) monopolizing the whole U.S. tobacco market.

Just think how horrifying it would be if the only snus available was Marlboro snus.
