Different methods work better for different holders. In general, a holder placed high works better with the under method, and a holder placed low works better with the over method. Individual characteristics of the holders can modify the preferred method.

Mine rests gently on top of the empty roll on the holder. We never change it.

Now if you were to ask my 6 yr old OCD child she would tell you over, and she likes to go around putting mine on my holder, I just take it off. I like to hold it in my hand and take off what I need.
