I would try here first http://badgerandblade.com/vb/ and search the forum. I don't use a strop myself but have seen a lot of complaints about some of the strops that are on the market now. I am willing to bet that lxskllr knows of a good source.
A belt will work until you find something better. I really don't know how to get a good strop. I got mine as NOS(I think) from an antique shop. Look online for reviews of new ones, and buy from a good country(not Asia). You might want to put it on a stone first. If the blade's very dull, a strop might not get it sharp. The strop is for the final touch, and not so much the primary sharpening mechanism. They make strop dressing also, which is basically jewelers rouge, but I've never used that. I start with the linen side, then finish with the leather side.

This one is a Eugene Berninghaus Co. 4/8 Spike-Point. Hollow ground blade. Like-new stamping. Wood grained Bakelite scales with silver bolsters. Scales are a little wonky-er on this one than I would like, but scales are easy to replace.
