    What should be on the FDA's Tobacco To-Do List:
    1) Re-examine its definition of "smokeless tobacco."
    a) separate classification for "spitless" tobacco products is in order).
    2) Establish a set of criteria for "modified-risk" tobacco products. I would propose that the following metrics be included in the basis of such criteria.
    a) Maximum acceptable TSNA content
    1) disclosure of TSNA content on packaging.
    2) TSNA content indicated on package should be the maximum TSNA content immediately prior to expiration date (rather than that at the time of production).
    a) Determine acceptability of additives
    (e.g., in Sweden, only accepted Food Additives may be used).
    1) mandatory disclosure of all ingredients/additives
    c) Nicotine content per unit/serving of product
    1) disclose nicotine content on package.
    2) determine nicotine content, at which products can still be labeled "reduced/modified risk."
    3) Establish regulations for processing and manufacture of ALL tobacco products that minimize users'
    exposure to harmful constituents often found in tobacco.
    4) Mandate more thorough labeling of ALL tobacco products, with information that contains information about characteristics of the product that may affect the relative risk associated with its consumption, in a similar way that "Nutrition Facts" and ingredients are required on packages of food products. Among these may be:
    - TSNA content
    - All ingredients and Additives
    - Nicotine Content
    - Expiration/best by date.
    - Method of curing and processing (e.g., steam-pasteurized, StarCured, fermented, etc.)
