you just never know where a finger has been....
as far as nasal snuff and health, I would think moderation is the key. All tobacco can be harmful if overused. The nose is a sensitive area, especially the upper sinus cavities. Personally, I would never use nasal snuff, due do a very very sensitive sinus. I have enough trouble with it let alone cramming tobacco up there on a regular basis

And when our grandfathers hurt themselves while hunting in the woods, they'd dip a finger in the American snuff they carried and rub the powdery tobacco into the wound.
