Just outside the Saint Louis area might be a very good bet. I understand there are relatively few tobacco restrictions in the big MO. Permitting such a place in such as NYC or San Fran could cause local regulators to positively fibrillate with anti-tobacco jihadist indignation. They might not be able to legally squash a permit but the bureaucrats could stretch out the process interminably.
