Just contacted Customs & Excise.

FROM JANUARY 2011 THERE IS AN OUTRIGHT BAN ON SNUS. FULL STOP!!!

IT IS ILLEGAL TO IMPORT IT EITHER FROM THE EU OR THE US. THE END!!

If you're importing it, you must have a tax representative in your country.

This is probably why this is only filtering through now in March.
