          Someone who lives there would probably know better, but here's some ideas I have...

          Portions are new. No cultural/historical relevance.
          Los is less attractive to new users, so it's less likely people will pick it up.
          It keeps the old timers happy, so EU assimilation will be smoother. They'll be dead soon enough...

            Snus is almost unknown in Denmark. Yet they have some companies, who produce loose snus, nowadays for a very small number of users, mostly older ones, I think. Smokeless tobacco was more popular in Europe than cigarettes till the end of WWII, but afterwards - due to the elaborate marketing of the cigarette companies - vanished into oblivion.

            To ban snus totally would have put some small companies out of business and it would have hurt some of the big players who mostly have a small portfolio of snus-brands alongside the usual 99% of smoked-tobacco-production. To ban only portion snus (which to my knowledge has never been produced in Denmark) didn't hurt anyone while it was still in line with the EU directive.

            Besides of that, I don't think, that anyone in Denmark (or anywhere outside of the political district of Brussels) agrees with the EU-snus-ban idiocy. They just had to implement the EU directive to some degree to prevent fines.

              This is a war of attrition! So they didn't want to keep the portions which could be said are more discrete and cleaner to dispose of.

                  Maybe the Danes used the EU-directive as a means to protect their own small number of domestic loose snus- producers against the new portion-snus-competition from Sweden. Who knows? I don't think that they're supporters of the EU's moronic war of attrition against tobacco in general.

                  It speaks volumes that a Danish manufacturer, like AG Snus, only produces portion snus, which can not be sold on the domestic market. The domestic market for snus in Denmark seems to be negligible in the first place. Nonetheless, the Danes obviously don't like to be bossed around by the village idiots who are usually sent to Brussels.

                  BTW, why the hell do the biggest idiots among the national politicians always get sent to Brussels to get rid of them, when every EU-commissar nowdays is more powerful than a national prime minister? Why aren't all the idiots sent to some town-parliament, where they can no longer do damage or - even better - to retirement?
