Nope the packaging isn't. You can't sell tobacco on Ebay, and you can't buy Camel tins(empty) retail. It's just a word game to get around regulations. The tobacco's worthless in the auction, you're paying for the tins only.

I can't find it on ebay. Ebay must have pulled the auction already. I didn't want the Camel snus but was curious to see the auction, but it was gone. Go to the snus exchange on this site I have some new sealed tin I bought for sale. There is also a bunch of other snus that I have available for purchase.
