Do you have any access to scales? You could use an old empty can you may have to tare the weight, and then add the half-full cans to see how they measure. If it really is half of it missing, and you could get a picture of it on the scales with a sealed can from your roll, I am sure SM would be very interested in knowing this.
As far as the English cans, the cigar store down the street here has General English cans, and while I do not buy los, they feel identically weighted as the one I got from Getsnus.

If you take a full 45g can of general and pack it all to one side, the can isn't going to have much more than about 2/3 full +/-. My guess is that it just packed to one side during shipping.
I tend to take a fresh can and pack it out to one side then dunp in the last 1/3 of my old can to fill up the whole new can. Rinse and repeat with each new can that I open.
Could you post a pic of the contents of one of these cans for reference? SM has pretty damn high QC regulations/testing on cans before they leave the factory iirc. I dont see them allowing a whole shipment of 22g cans leaving unnoticed.
As for the cans being in english: All tobacco products imported to be sold from within the USA (Getsnus is an American-based company) require the Surgeon's General Warning. Swedish Match has can labels specifically for American sale.
So anyways, back to that picture of the contents of your cans?
