When I was buying some General White Portion from a local retailer, the guy told me that the ONLY difference between portion and white portion is that in one version the tobacco is aged outside of the bag and in the other the tobacco is aged inside the bag. I forgot which was which but that's what he told me. I haven't come across anything that mentions this and I was wondering if this was accurate.

According to Swedish Match, comparing General Original Portion Mini to General White Portion Mini, respectively in percent quantity to not exceed:
Ingredient: Original / White
Water: 48.0 / 50.0
Tobacco: 40.0 / 37.0
Non-tobacco materials (pouch): 4.8 / 4.8
Propylene glycol (humectant): 3.4 / 4.0
Sodium chloride (taste enhancer): 2.8 / 3.3

So white portions have more moisture and less tobacco. Curious.
Anyhow, I'd say that there are other differences between the two products. But tobacco users, at least in the USA, are famously superficial when it comes to their products, so it wouldn't surprise me in the least if "white" portions are designed with the only goal as having a cleaner appearance.
