                Well, in the context of 18th century living, that's really a rather decent thing to do. When you've got a population in a city with no work, you give them work. If you don't have anything important that urgently needs doing, like building ships and arms or growing food, then you put them to use doing something else. Sort of top-down entrepreneuring, if you will. Using manure is a smart idea and, really, the swedes have maintained that sense of efficiency over time. Watch for the phrase "waste equals food" in the future - these guys are taking off with it big time
