That reminds me of something a friend told me about what some researchers think was the beginning of government. Apparently it comes from the differences between farmers and herders. The herders needed less time and labor then the farmers but the farmers produced more goods. So the herders used their free time for raiding farmers and stealing a portion of their crops, but they needed to make sure that other herders didn't raid the same farms or the farmers would starve and stop producing. So they would protect the farmers surrounding them. This concentrated wealth and created a codependence. As the former herders gathered more wealth they became more greedy and would battle to absorb the territories occupied by other former herders. Which lead to kingdoms... etc.
