      ‘(C) any required stamps or other indicia that such excise tax has been paid are properly affixed or applied to the cigarettes or smokeless tobacco.


      So, don't get your hopes up. Post Office, UPS, carrier pigeon, pony express... It's all covered.
      I think the part after what you bolded describes what I was talking about. This is the part about taxes. Then the carriers agreed that they would only deliver for licensed distributors and that they would obtain an adult signature on delivery. I have read this as written by UPS and Swedish Match representatives.
