I think Pact was devised to 1st, stop the American Indians selling tax free ciggs through the mail. I thought it was also about buying taxfree foreign(maybe bootleg) ciggs from overseas, but I don't know. I also think American big tobacco wanted to stifle competition, and keep sales mainly in stores, which also insures taxes being paid, so the politicians supported that. I saw a list of companies that supported Pact, and the big US names were on it, but it also had SMNA listed.
