I'm a bit concerned, about just regular snus/snuff exchanges. Would one "have" to declare what it is? It would also require the recipient to sign for it, and show their age, I believe.

Yeah, that's my understanding too, but you could still use USPS <= 10 oz which would be like 1 roll more or less.

Seems like such a hassle, I think I'd just mail it without saying what it is, and not using a correct return name/address.

When I mail packages to overseas friends, I have to declare what it is, and the postal clerk usual asks, "Does it contain anything hazardous, fragile, etc., etc...." But within the US it hasn't been a problem.

Under PACT, however, as I understand it, tobacco is classified as a hazardous material, so I guess it depends on how comfortable you are about lying to a postal clerk.

I didn't say it made sense, or that I agreed with it, only that PACT classifies tobacco as a hazardous material. But that's government for ya.

you could just say there are snus in the box and with a blank expression they will go ____o.k. then and think you are talking a foreign language which technically you are!
