Haparanda Municipality (Swedish: Haparanda kommun) is a municipality in Norrbotten County in northern Sweden. Its seat is located in Haparanda (Finnish: Haaparanta).

You can try calling these people they're listed on Gotllandsnus webpage as a dealer, so they should have atleast some snus.

Haparanda, a border town between Sweden and Finland, is popular for many reasons, one being that Fins can buy snus there (something they can't in Finland). That specific retailer (SnusGrossen, which would sorta be "The Snus Wholesaler" in english) is one of the single largest snus retailers in Sweden (source: Little Bird).
There's a similar situation on the border between Sweden and Norway. That's due to the unreal taxes in Norway though, and not due to legal issues like in Finland.
You US guys have something similar, but not on such a massive scale, in the towns bordering PA (I'm sure other places as well), where you can find like 5-6 tobacco shops right next to each other.Comment
