does anbody know what the taxes are for shipping chew from US to EU? And how does the tax vary from small to large orders? For example, is there less tax on larger orders?

As far as I know, the import of dip or chew is not allowed in Austria. According to many statements in German speaking forums, customs are quite eager to confiscate every single shipment.
I don't know the legal background.
On the other hand, there has never been a single problem reported from Austrians to import snus duty-free from Sweden.
On the whole, I guess that the Austrian customs have clear instructions regarding different types of smokeless tobacco, so, if you find a vendor, who actually ships to Austria, your chances to receive the shipment are very low.
That's only my state of knowledge. If you want to try your luck, better start with a small order (below 22,- Euros) or even better, ask your local customs office first.
