Tax bill from UPS after ordering from Northerner

I have ordered many times from Northerner in the past, this time like a week after my order I received a bill from UPS.

The mailing address is
UPS Supply Chain Solutions Inc.
28013 Network Place Chicago IL

The summary of charges are:

US Customs Duties
Govt. Charges Other Than Duties
Brokerage Charges

They want like $40.00 from me.

There is a note saying that payments not received by xx date are subject to a late fee of 6%.

Whats the deal with this? Do I have to pay? Anyone else pay this previously?

Northerner does not ship DDP (Delivery Duty Paid), where other companies ship with all duties paid. I paid one that I got for $12, and don't order there anymore. Some guys just don't pay it.

Someone I know always puts it in file 13, and nothing has ever come of it.

Looks like its time to make friends with a local General snus dealer and just buy it local I am guessing between the duty + foreign transaction fees on my CC that it might be cheaper local.

I get General WP locally, and for the rest I wait for sales at Buysnus or SnuCentral. When they have my brand on sale (buy two, get one free) it's pretty reasonable.

You either pay the duty as part of your initial order or get billed separately depending on the vendor you buy from.

I asked my local UPS guy about this a few years ago and he didn't know anything about it.

It was around 500.00

I did notice after I posted this is the backside of one of the sheets that it had the list of what I ordered with prices next to each item.

Northerner replied and told me to expect this when receiving orders from their Sweden location.

I could have sworn I have ordered previously from the overseas warehouse before and not gotten one of these.

I am in the northwest suburbs of Chicago.

I looked on Generals site and found a couple tobacco shops, going to try and call some of them.
