How it's all going to be enforced.

That means people trying to ship tobacco in Sweden will have their packages refused by Swedish Post.
If by some chance it gets missed by Swedish Post it will still be subject to confiscation by US Customs when it arrives in the US.
The CN22 customs declaration is how most of the packages will be filtered. In order to get stuff through customs without being confiscated the person shipping the package will have to lie and say the package contents are different then what they are, or try shipping the package without a customs declaration.

And obviousely a large company like northerner will not knowingly mislabel their packages or refuse to send a package out sans a customs declaration. So what, are we screwed?

Nobody knows. We will have to wait and see. It all depends on how aggressive the FDA wants to be. And how the USPS changes, as has been said they will in one of snusdog's posts. What we do know is that we can still get alot of snus thru Northerner and this should not change for awhile at least. I will tell you one thing tho, I don't want snus to get anymore popular at this point, The bigger it get's the more regulation and the next thing you know were throwing down $7 for a can at the 7/11.
