I know this figured instead of getting some generic answer if one at all from the actual site since they are sometimes on this site figured Id just post a question on it and see if I get a answer or a reason to why a small bag purchased with money and not bonus points would be illegal in the us.

The usual Northerner suspect, Frederick, has laid pretty low post PACT. There is a section for manufacturer inquiries on this forum but I wouldn't hold my breath.
