It just the law. If I order from company and companys name(sender) is on the box, then it considered as distant sell(free translation) and it will be handled by one law. But if there is only person name(sender) on the box then it will considered as personal stuff and will be not taxed and checked. Of course in real life it is more complicated, if you are private person in Estonia and you want to buy tobacco from company(as I did) then you must have officialy licensed partner in our country. For private persons there is non.
At least so was I told.
But I will wait and see, what real happens. There is a chance that nobody wants to deal with this and they will give me my package.
