I am not sure which state is the cheapest, but from my experience I moved from Texas to Arizona, and AZ was a third... yes I said a third of the price in TX for the same coverage.... yeah twenty years ago though. Back then I went from 300 a year down to 100, I remember how happy I was about it.

Arizona is certainly on the lower end of the spectrum especially if you're not in the phoenix/big city areas but texas is not near the most expensive and AZ is not near the least expensive.
