What are the barriers US based tobacco sites face in selling Snus?

I'm curious as to why only Northerner sells Swedish Snus that ship from the US. What are the hurdles an American company would have to clear in order to sell Snus from its website?

I think a site like PipesAndCigars.com, in Pennsylvania, would be a natural given their already massive selection of tobacco products across several categories.
